- If the wearer casts a spell that causes area damage, the spell costs 1 additional spell slot level.

GM Notes
- Suppresses only spells dealing fire, lightning, or force damage, halving their damage.
- Apply ability score penalties to Strength and Dexterity while worn.
- Increases spell slot cost for area damage spells by one level.
