Multiattack. Kavros makes two Warhammer attacks.
Warhammer. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 8 (1d8 + 4) bludgeoning damage, or 9 (1d10 + 4) bludgeoning damage if used with two hands.
Bell of Binding (Recharge 6). Kavros rings his handbell at one creature within 30 feet. The target must succeed on a DC 13 Wisdom saving throw or be restrained until the end of Kavros's next turn as spectral bands coil around it.
Reactions
Keep the Peace. When a creature Kavros can see within 5 feet of him is hit by an attack, Kavros imposes disadvantage on the attack roll, possibly causing it to miss.

Debt-Bound Presence. A creature that willingly accepts Kavros's bargain has disadvantage on its first attack against him before the end of its next turn.
Lightning Breath (Recharge 5-6). Kavros exhales lightning in a 15-foot cone. Each creature in that area must make a DC 13 Dexterity saving throw, taking 21 (6d6) lightning damage on a failed save, or half as much on a success.
Unshakable Mediator. Kavros has advantage on saving throws against being frightened or charmed.
Description

Kavros is a broad, copper-scaled dragonborn with a shaved blue crest, thick arms, and a cracked ivory horn jutting from his left cheek. He wears practical scale mail beneath a red negotiator's sash and carries an oversized bronze handbell.

Equipment

Scale mail, iron warhammer, bronze handbell, three sealed contract scrolls, pouch containing forty gold pieces

Hook

One of Kavros's sealed contracts bears a party member's signature in their own handwriting, dated years before they were born.

Motivation

He travels between frontier settlements arbitrating blood feuds, collecting debts, and searching for the unknown party who forged his oldest contract.

Personality

Calm, literal, and unfailingly polite, Kavros treats every dispute as a contract waiting to be revised. He dislikes cruelty but has little patience for anyone who breaks a promise.

GM Notes

- Opens negotiations before combat and honors clearly stated bargains.
- Uses Bell of Binding on the most dangerous enemy, then protects weaker combatants.
- His forged contract may implicate a powerful ancestor, extraplanar patron, or time-displaced future self.
